Chairman of WestStar Board of Directors | Director since 1996
Frederick “Rick” Francis is Chairman of the Board and CEO of WestStar Bank Holding Company, Inc. and Executive Chairman of WestStar Bank. Additionally, he is a member of the Board of Directors of the El Paso Electric Company; the Chairman of the Texas Tech University Health Sciences Center – El Paso President’s Development Council; the Chairman of the Paso del Norte Community Foundation, and the President of the Pioneer Association of El Paso County; a member and past-Chairman of the Medical Center of the Americas Foundation, member of the Hospitals of Providence and has served the Governing Board in multiple capacities since 1996, including Chairman at the Transmountain, Memorial and Sierra Campuses; as well as the board of directors of the Borderplex Alliance and Texas Economic Development Corporation.
Mr. Francis served on the Board of Regents for Texas Tech University System (2003 - 2019) and served two terms as Chairman; and the past-Chairman of the El Paso Chamber Foundation. He served on the Executive Committee for the Texas Hospital Trustees, the board of Western Refining, Inc. (NYSE:WNR) and the Community Depository Institutions Advisory Council of the Federal Reserve Bank of Dallas. Mr. Francis served as president of Area 5 (Rocky Mountain States) Boy Scouts of America, the Young Presidents Organization, the Yucca Council Boy Scouts of America, the Sunturians, and Crime Stoppers of El Paso. Mr. Francis has been active with the Business Advisory Council at the El Paso Community College, the Rotary Club of El Paso, the Better Business Bureau, the Greater El Paso Chamber of Commerce, and the Texas Business Leadership Council.
In 1996, Mr. Francis was honored as a “Silver Beaver” by the Boy Scouts of America and, in 2001, received the Dean’s Distinguished Service Award from the Texas Tech University Health Sciences Center. In 2005, he was named “Outstanding Ex” by Coronado High School and “Distinguished Alumni” by the Jerry S. Rawls College of Business at Texas Tech University in 2008. In 2007, Rick and his wife, Ginger, were named El Paso’s “Philanthropists of the Year” by the Association of Fundraising Professionals. In 2009, he was named “El Pasoan of the Year” by El Paso Inc., in 2010 inducted into the El Paso Business Hall of Fame, and in 2020, inducted into the El Paso County Hall of Honor by the El Paso County Historical Society.
He is a graduate of Texas Tech University (BBA Finance), the Texas Tech School of Banking, and the Southwestern Graduate School of Banking conducted at Southern Methodist University. Mr. Francis has been a Director of WestStar Bank since 1996.
President and Chief Executive Officer (CEO)
David Osborn served as President and Chief Operating Officer of WestStar from January 2016 until his promotion to Chief Executive Officer in January 2022. WestStar is the region's premier financial services company, servicing the Borderplex area (El Paso, TX; Las Cruces, NM; and Northern Mexico) with more than $3 billion in assets. David joined WestStar Bank (then Bank of the West) in 2000.
David has recently completed his 41st year in commercial banking. Prior to joining WestStar, David worked for JP Morgan Chase for 10 years, where he served a number of roles, including Executive Vice President, Private Banking and Commercial Lending. He began his banking career in 1983 at State National Bank (El Paso, TX) as a Credit Analyst, rising to Vice President, Real Estate Lending, before joining JP Morgan Chase in 1990.
David is currently a Member of the Finance Commission of Texas and a Member of the Board of Directors for the American Bankers Association (ABA). He is the past Chairman and current Board Member at Las Palmas Del Sol Healthcare (HCA). He serves as First Vice Chairman and a Member of the Executive Committee for the Borderplex Alliance. He serves as a Board Member for the Cardwell Foundation and is on the Advisory Council for the Texas Tech Rawls College of Business "Excellence in Banking" program. David is a past Chairman and past Board Member of the Texas Banker's Association. He is also a past Trustee and past Member of the Executive Committee at McMurry University in Abilene, Texas. He was inducted in the El Paso Business Hall of Fame in 2022. His past involvement with the El Paso Chamber includes Chairman of the Board (2009), and board member from 2000 through 2016. Additionally, he was Chairman of Paso del Norte Health Foundation and Vice Chairman of the Board for El Paso County Hospital District. David is also a Leadership El Paso (Class 11) alumnus.
David received his Bachelor of Business Administration from McMurry University and is a graduate of Southwestern Graduate School of Banking at Southern Methodist University, where he received the Recognition of Leadership honor.
Executive Vice President - Chief Financial Officer (CFO) and Chief Operating Officer (COO)
Lisa Saenz serves as Chief Financial Officer and Chief Operating Officer for WestStar. Lisa provides oversight to the Bank’s Accounting, Treasury, Information Technology, Branch Operations and Wealth Management Departments as well as WestStar’s Insurance Agency. She maintains a wide range of responsibilities including overseeing and directing the Bank’s financial goals, strategic objectives, interest rate risk, investment strategies and budget. She joined WestStar (then Bank of the West) in July 2000 as Assistant Controller before serving as Controller for thirteen years before being promoted to Chief Financial Officer in 2015.
Lisa began her career in 1997 as an Internal Auditor for El Paso County (El Paso, TX). Later that same year, she moved to KPMG (El Paso, TX) where she served as a Senior Auditor before joining WestStar Bank.
Lisa currently serves on the Public Service Board for El Paso Water and the board of Texas Bankers Association Services Company and the University of Texas Foundation. She is also a member of the UTEP Banking Academy Advisory Council. Previously, Lisa served as board chair of the Paso del Norte Health Foundation, Board of Trustee and Treasurer for St. Clement’s Parish School, and Board member for Financial Managers Society. She is a member of the American Institute of Certified Public Accountants and the Texas Society of Certified Public Accountants.
Lisa graduated with Honors from the University of Texas at El Paso with a Bachelor of Business Administration in Accounting and Computer Information Systems. Additionally, she is a graduate of Southwestern Graduate School of Banking at Southern Methodist University, where she received the Graduation with Distinction Honor and is a Certified Public Accountant.
Executive Vice President, Chief Retail Banking Officer (CRBO)
Yolanda Garcia joined WestStar in June 2016. In her role, she leads a team focused on client experience strategies through various channels including Retail Banking, the Operations Center, Marketing, and Facilities.
Yolanda has 40 years of banking experience, including Area President for a national bank leading teams in El Paso and Southern New Mexico.
She is passionate about financial literacy, and has served for several years on the board of Junior Achievement of the Desert Southwest. Yolanda served as board member of the Greater El Paso Chamber of Commerce, Project Arriba, and Borderplex Alliance. She is a member of Cristo Rey Catholic church and involved in the choir.
A proud University of Texas at El Paso graduate, she holds a Bachelor of Business Administration degree in Accounting.
Executive Vice President, Chief Credit Officer (CCO)
Jerry Harris joined WestStar's commercial lending team in 2000 as a Senior Vice President. In 2016, Jerry took on the additional role as Deputy Chief Credit Officer and was subsequently promoted to Chief Credit Officer in January 2017. In addition to monitoring credit risk, loan concentrations, and adherence to regulatory and bank policies, Jerry also has direct oversight and responsibility for the bank's Credit Risk Department as well as the bank’s Credit Analysts.
Jerry recently completed his 39th year in banking, all of which have been in the El Paso community. Outside of his professional role with the bank, he is actively involved with the community and serves on several Boards and community groups. Jerry is a member of Ronald McDonald House Charities of El Paso, Inc. (Immediate Past President), serves as a member of the Sunrise Rotary Club (past President) and officiates NCAA D-1 football.
Jerry is a Leadership El Paso (Class XXV) alumnus; has previously served as a lay member of the Texas State Bar Association's Grievance Committee; an American Red Cross El Paso Chapter board member; past President of the Southwest Football Official Association of El Paso; a board member for the El Paso Lighthouse for the Blind and the El Paso Zoological Society.
Jerry is a graduate of Texas Tech University from which he received Bachelor of Business Administration degrees in Finance and Management.
Executive Vice President, Chief Information Officer (CIO)
Orlando Hernandez has served as Chief Information Officer of WestStar since January 2015. Orlando joined WestStar (then Bank of the West) in July 1999 as a Systems Analyst. He is currently responsible for the oversight of Business Technology Services, which encompasses Data Analytics, Digital, Information Technology, and Project Management for WestStar. Orlando has served in a number of roles within the Information Technology Department during his WestStar career, including Manager of Network Administration, Vice President of Information Technology, 1st Vice President of Information Technology, and Senior Vice President, Chief Information Officer.
Orlando is actively involved with numerous community serving organizations. He served as Treasurer for the Child Crisis Center of El Paso, former board member for the Ronald McDonald House, and committee member for the Alzheimer's Association. He has also donated his time and professional work knowledge for the betterment of community organizations, such as chairing the United Way's IT Steering Committee, and setting up computer work labs for community organizations that serve underprivileged minors. On multiple occasions, he has served as a guest speaker at the University of Texas at El Paso’s Masters of Business Administration program, where he has lectured on Financial Technology (Fintech) topics with MBA students.
Orlando is a graduate from Southern Methodist University in Dallas, Texas, receiving his Bachelor of Science in Computer Engineering. Orlando has also gone on to receive his Masters of Business Administration at the University of Texas at El Paso. He returned to his undergraduate alma mater to attend the Southwestern Graduate School of Banking (SWGSB) at Southern Methodist University, where he received both the SWGSB Alumni Scholarship and Graduation with Distinction Honor.
Executive Vice President, Chief Commercial Banking Officer (CCBO)
Liliana Miranda serves as Chief Commercial Banking Officer for WestStar, a premier financial services company in the Borderplex area (El Paso, TX; Las Cruces, NM; and Northern Mexico) with more than $3 billion in assets. Liliana is responsible for leading the commercial lending team, treasury management, and loan operations.
Liliana has been in banking for 25 years and served in several senior roles within the bank, including Chief Risk Officer, where she was responsible for overseeing the governance and strategy for risk management and compliance, including the development and implementation of risk management measures throughout the bank. She also has served as Senior Vice President and Auditor, in which she was responsible for overseeing and providing direction over the internal audit, loan review, and compliance functions. Before joining WestStar (then Bank of the West) in 2002, Liliana was a Senior Auditor for the “Big Four” accounting firm, KPMG.
Liliana is involved with industry and community organizations. She currently serves on the executive board of the Texas Chapter of the Risk Management Association and is a Governing Board Member of The Hospitals of Providence East Campus. She is also a past president of Hospice of El Paso Board of Directors and past president of the St. Raphael Catholic School Board.
Liliana has a Bachelor of Business Administration in Accounting from the University of Texas at El Paso and is a Certified Public Accountant in Texas; she is also a graduate of the Southwestern Graduate School of Banking at Southern Methodist University and received the Recognition of Leadership honor.
Executive Vice President, Chief Human Resource Officer (CHRO)
Lee Rodriguez is an Executive Vice President and Chief Human Resource Officer with WestStar. In this role, she manages all aspects of Human Resources and Learning & Development, including compensation and benefits, payroll, recruitment, employee relations, employee development and retention, and culture for the WestStar organization. Lee is committed to ensuring a great team member experience.
Lee is a member of the Executive Network of the Society for Human Resource Management and is a certified Senior Professional of Human Resources (SHRM-SCP). She attained her undergraduate degree from the University of Texas, El Paso, and is also a graduate of Western States School of Banking. Lee is an alumni of Leadership Texas. Lee is a current member of the Texas Tech University Excellence in Banking HR Committee.
Prior to joining WestStar Bank, Lee was a Human Resources Manager at a local real estate investment company. Before that, she worked in the operations area for a large bank. She is active in the community, having served on the boards for the Children’s Grief Center of El Paso and the American Cancer Society, and is currently serving on the board of Project Arriba. Lee also completed a two-year term as a Commissioner for the El Paso County Civil Service Commission.
Senior Vice President, Chief Risk Officer (CRO)
Claudia Rodriguez is a Senior Vice President and Chief Risk Officer with WestStar Bank. She oversees the Risk Management division, which includes Audit, BSA/AML & Financial Intelligence Unit, Compliance, Information Security, Legal, and Loan Review.
Her key responsibilities include the development of effective risk management solutions and guidelines to support the bank’s strategic risk management approach. Previously, Claudia served as the Senior Vice President and Operations Center Manager, overseeing Deposit Operations, Bookkeeping, Fraud, Payments, and Client Service Center. Claudia started with WestStar as an Internal Audit Manager and then transitioned to Internal Audit Director to oversee the full audit function before moving to the Operations area. She has over 21 years in the banking industry, most of her career in audit and risk management. Prior to banking, Claudia worked as a financial analyst for a technology firm.
Claudia attained her Bachelor of Business Administration in Accounting with a minor in Computer Applications from the University of Notre Dame. She graduated from the Western States School of Banking in 2016. Claudia is a Certified Internal Auditor (CIA) and Certified Fraud Examiner (CFE). She has served on the El Paso Chapter of the Institute of Internal Auditors (IIA) board and was a founding board member of the El Paso Area Chapter of the Association of Fraud Examiners (ACFE). Claudia re-joined the El Paso ACFE Chapter in 2022 and currently serves as President of the chapter.
